This is a very funny advertisement for Wally's Speed Shop (www.wallys-speed-shop.com), which it is a restoration and customs shop.  He has made two "Mini-Choppers".

You might ask yourself, What are "Mini-Choppers"?  Well, in a sense they are mini-bikes that look like Choppers but just a little bit smaller.  They use a small cheap gasoline engines like ones produced for yard equipment.  For more info you can find it on wikipedia (http://en.wikipedia.org/wiki/Minibikes).
